Science? Technology?

Science? Technology?
Investment to research and development in the field of science and technology is 3% of general domestic product. It's not high percentage, they say. But it's unnecessary to spend big money on reserch and development. It's a matter of laughter for this country to talk about science and technology.
I am unable to find science and technology in this country.
